Basic-level functions (Royal Decree 39/1997, article 35.1)

  1. Promote safe behaviour and the correct use of work and protective equipment, and encourage workers' cooperation.
  2. Promote basic actions (tidiness, cleaning, signage and maintenance) and follow up and check them.
  3. Carry out elementary risk assessments and propose preventive measures in line with their training.
  4. Help in assessing and controlling risks (visits, dealing with complaints, recording data).
  5. Act in emergencies and first aid, managing the first interventions.
  6. Cooperate with the prevention services.

The 50-hour syllabus (annex IV, section A)

  • I. Basic concepts of safety and health: 10 hours (work and health, harm arising from work and the basic legal framework).
  • II. General risks and their prevention: 25 hours (safety risks, working environment risks, workload and fatigue, collective and individual protection, emergency and evacuation plans, health monitoring).
  • III. Risks specific to the sector: 5 hours.
  • IV. Basic elements of prevention management: 5 hours (public bodies, organisation of preventive work, documentation).
  • V. First aid: 5 hours.

The 30-hour syllabus (annex IV, section B)

The same five blocks with 7, 12, 5, 4 and 2 hours.

In construction, the general collective agreement requires at least 60 hours with those five blocks adapted to the sector (module 5).

In practiceIn the basic-level course, half the time (25 of 50 hours) goes to general risks and their prevention: that is what a preventive resource has to be able to recognise at a glance.
